Does the processor requirement refer to base or boost speed, ie will it work on a computer that has a base speed of 2.1 and a boost speed of 3.7?

Congrats on making your first post here in the Community. 

 

The minim requirement is an intel duo or higher. Intel Core 2 is the processor family encompassing a range of Intel's consumer 64-bit x86-64 single-, dual-, and quad-core microprocessors based on the Core micro-architecture. It's not much of the speed, just the type of processor that you're using/have.

We want to run QB Desktop 2020 for a single user only on a laptop. The company setups are not complex and our reporting requirements also simple. We are currently running QBPro 2003 (not a typo - 2003) and the occasional wait for a report or search is NOT a problem.

To use the car analogy, We do not need lots of acceleration and horsepower, just slow and steady.

My question is very specific: can I install and run the new QB on a new Lenovo laptop with an i3 dual-core intel processor running at 1.2 GHz. I realise this is 1/2 the recommended minimum clock speed and if the result will be slower operation this is not a problem. What I need to know is whether the program will install and run?

Yes, you can still install QuickBooks Desktop to computers or laptops with a lower operating system. However, we might encounter issues because of this. The new QuickBooks Desktop 2020 requires a minimum of 2.4 GHz.
