Payment for a levy is considered as payable Hence, you can create an expense transaction to record the levy.
However, to help you decide on what account to use when tracking the transaction, I recommend consulting your accountant. They'll be able to provide you with the best course of action for your business.

My problem is, How do I connect it to the customer invoice.
It is like the customer is giving the money to the vendor for me me but the i am not seeing the money.
I just have to show it in QB.

In QuickBooks, there isn't a way to link checks with invoices. You could potentially use a billable expense to show your customer paid an expense, but I'd recommend working with an accounting professional to confirm the proper steps you'll need to take to achieve what you're looking to accomplish.
