I have the same question for Quickbooks Desktop Pro 2019 and Windows 11. I have done everything you mentioned, rebooted the system and even reinstalled the QB afterwards, but still nothing changes.
What else is there to do?

I am in Hong Kong. I did everything that Fiat Lux suggested, but it didn't help. In the Windows 11 language settings I have 123,456,789.00 and QB writes 123 456 789,00. Because of this the export of reports to Excel fails.
Also, I am using a bilingual OS.
