From what I can gather, you're needing a user to be able to access estimates and they're currently unable. I'm hoping you can share a bit more insight into what's going on, and I can provide a bit more help. Depending on which tier of QuickBooks Online you're using, users can have different roles.

I am the master admin, the person I have assigned the Sales role does not have that in their reports list.
I know where to find it, it is not showing up on his list even when I search it under his login.

We’ll have to make sure that we assign proper roles to our members in order for them to be able to have access to those specific functions in QuickBooks Online.
Since you’ve mentioned that you already assigned someone to the Sales role but still they can’t view in their report’s list.
The user can:
However, this user can’t:
Although, you can still edit your user’s roles to give them access to specific functions in QBO.
To do that, these are the steps:

I did do a custom role and it said that I had to use to sales role. So when I click all reports button it does not actually let you see all the reports?

A user with a Sales role is unable to view reports in QuickBooks Online (QBO) Advanced. They only have limited access to specific tasks in your account.

If you want that user to view all reports in your QBO account, you might want to consider changing their roles. You can refer to the steps shared by my colleague KurtKyle_M above.
