Can quickbook provide me accounting software designed specifically to my needs if I pay the software development charge?

QuickBooks Online doesn't have a "software development charge". I suggest reaching out to Intuit Developer Community. They'll be able to guide you if you need to make some enhancements or build apps that will meet your needs.
