QuickBooks Online doesn't have a "software development charge". I suggest reaching out to Intuit Developer Community. They'll be able to guide you if you need to make some enhancements or build apps that will meet your needs.

There are hundreds of 3rd party apps in the market to integrate with QuickBooks. Any specific needs?
