I have a restaurant that wants to pay servers tipouts on opposite week of hours (ie one week employee gets paid for hours worked for 2 weeks, the following week employee gets only tip out covering two weeks). Can Quickbooks do this and how would I set it up?

It's nice to see you here. Welcome back! QuickBooks Online has the flexibility you need for sharing tips with your team. I'd be glad to assist!
You can add tips/gratuities as a payroll item for your employees and then run a bonus cheque between pay periods. Here's how to set up the item;
1. Open Payroll and then Employees
2. Select an employee
3. Click on the Edit ✎ to the right of Pay types
4. Hit + Add Another Taxable Benefits In Cash Type
5. Give it a name and hit Save
When you run payroll, the item will be listed and you can enter an amount, then proceed to preview, submit and finish payroll. Here's a helpful article for sharing tips with your team.

Yes I already have the tipout set up. What I need to know is if I can pay hours one week and tipout the next for a biweekly pay period. Thanks,

You can create more than one cheque per pay period, soo could run payroll one week for regular hours, and then the other week for tips, but there isn't the option to apply two independent pay periods for the different payment types. This scenario won't be possible in QuickBooks:
Week 3: run payroll for the hours of Week 1 and Week 2
Week 4: run payroll for tips for Week 2 and Week 3
They would both need to be run for the same pay period, something similar to this:
Week 3: Hours for Weeks 1 and 2
Week 4: Tips for Weeks 2 and 3
