when I pull the journal report it lists all types of transactions (JE, Invoices, receipts...) and the trans no in this report is missing some numbers.
The trans no is the numbering of all transactions and is different from the serial of each type of transaction (like invoices serial)

Do you have custom transaction numbers enabled?
Would it be possible that when the journal entry 2181 was entered the transaction number was manually edited to 2181 rather than 2161?

I am not sure if custom transaction numbers enabled. however, I am sure that no manual editing is done to any of the transactions numbering.
Note that at the end of the quarter when I pull the same report it shows some of the missing transaction numbers that were missing in the same report (at a prior date)

To confirm, when running the report at the end of the quarter, the transactions with those missing numbers show in that report but not the prior one you are running?

I found out that missing trans no. are not showing in one of the reports due to the fact that those transactions are dated on a later date than the report date. that solves part of the problem.
you can see in the attached photo that trans no. 2168 is missing. is there a way I can trace it back? know why is it missing.
One more question, can I buy additional license for the 2016 perpetual license ?

You can attempt to locate the missing transaction by using the search/magnifying glass icon in the top right hand corner of the screen and enter the transaction number or amount.
In relation to the additional license/user we would be grateful if you can provide us with your license number so we can establish which product you are using and if you are able to add an additional license.

I can not search for amount since the transaction is missing and i have no information about the amount of that transaction. I can't also search for Trans no., I can search for Invoice number, JE number....but not the trans no.
I have the Quickbooks 2016 accountant edition UK version. Sorry for not providing you with the product license number as I don't feel comfortable posting it on a public post.
