I know that Intuit has a payroll card but does anyone know if the employer can get the cards to provide to employees when they get hired?

Yes, the employer can do so by signing up to the Intuit Turbo℠ Pay Prepaid Visa® Card in which you can pay your employees by Direct Deposit. To sign up, just fill out this form and hit Apply Now.

I cannot apply for the card.  The link keep searching.  Is there any other way?

You can use a Turbo® Visa® Debit Card to pay contractors if you'd like to. It can be used to track spending, pay bills, send money, review balance history, and much more.
