You're already on the right track in applying price rules in your invoices in QuickBooks Online (QBO), @andreahalliday. Let me share a few details about this.
I can see how the benefit of being able to do price rules on billable time entered in timesheets would aid you in running the business with QBO. However, the option to do so isn't currently available. You'll have to manually enter the service item to apply a price rule.

Is there any update to this functionality? Right now it's possible to bring time entries into an invoice, but then to use the price rule rate you have to manually select the rate amount in the rate column and use a pull down menu to select the price rule rate. Why have price rules if they have to be manually applied to each entry?
I recognize you want to know when will be the exact time for this feature to be available in the QuickBooks Online, @jrsnbarn. Please know there isn't a time frame when the price rule is to autofill the rate amount under the invoice section.
When creating an invoice, the price rule is automatically applied as you add items. However, if you wish to override the price rule for a specific item, you can manually select the rate and view all the active price rules. It allows you to choose a different rate or apply a separate price rule for that particular item.
We're unable to provide information on when our engineers review and work on requests at this time. Nonetheless, every QuickBooks user can send product suggestions at any time. There is no limit to how frequently you can provide feedback or insights to our developers.

April 2024 and this is still not working.
Time entries have to be adjusted manually for each and every employee's billable time in the invoice to change the hourly rate from the default to the one in the Time rule.
Extremely frustrating and time consuming

I am aware of the advantages for businesses like yours for the time entries to autofill with price rules. I want QuickBooks Online (QBO) to have this feature as much as you do.
But we still don't have an estimated time when will this feature be added to QuickBooks. However, I strongly urge you to share your thoughts with our software engineers. They carefully examine customer feedback, especially when determining how to improve QuickBooks.
