When I forgot my password I tried the link to reset it. When I enter my info, it says my phone number is not the one I registered with, though after checking my profile it shows that it is correct. Thoughts?

You can reset password using your challenge question within the QuickBooks system.
Here's how:
1. In the QuickBooks Desktop login screen, click I forgot my password.
2. Answer the security question.
3. Click OK.
4. Click Close.
5. Enter a new password and challenge question.
6. Click OK.

By all accounts, the ability to do that using a challenge question has not been an option for some time as it has been phased out. In regards to your second suggestion, as stated in my post, which you are replying too, that did not work with the correctly entered information, hence my post.

The reset tool will not work for the admin I just upgraded to QB desktop 2019 and I need help immediately. It will not let me log in states it needs to be updated and I need to process payroll this morning.

It's possible that you've added a special character or any letter was entered in lower case instead of upper case. We can reset your password through the I forgot my password link and select the email address so we can reset it from there.
If you have the admin access and need to reset it, you'll need to confirm some information as a security questions.

There, they can add you to the list of affected users who are unable to reset their admin passwords.
