Just to confirm, are you trying to get payroll updates before you receive this error? If so, this may be caused by one of the following:
An outdated QuickBooks release.
An outdated version of e-File and e-Pay in the current company file after upgrading from an earlier version to the current version.
A payroll subscription not yet activated in the QuickBooks company file.
Let's perform some troubleshooting steps that can help us fix this. Here's how:
1. Update QuickBooks to the latest release, then create a backup of your company file. 2. On your company file, go to the Employees menu at the top, then pick My Payroll Service and Manage Service Key. 3. On the QuickBooks Service Keys window, highlight the appropriate payroll service. a. If you’re using QuickBooks Direct Deposit, select Edit, then Next and Finish. b. If not, select Remove. You can also press Alt+0 while on the Manage Service Key window to remove the payroll service. 4. For the next two messages displayed, select Yes. This removes the old e-File and e-Pay agreement from the company file.

Since the direct deposit feature for vendors run through our payroll system, you'll want to use the guided steps that my colleague, FritzF, has provided above.
If you're having issues with those steps, you'll need to connect with our Customer Service Team for further investigation. This way, our team can review your account details from our backend to ensure nothing is blocking the access.
