Error running certified payroll

When running certified payroll we now get the error "Visual basics error with hidden module cpinterview". I've already been on the phone with quickbooks support who after an exhaustive session directed me to microsoft. Microsoft did the same directing me to quickbooks. I've posted a help topic on microsoft and they too point me to quickbooks support. At this point we are no longer able to run certified payroll at all and are nearly a week behind. Has anyone ran into this and found a fix?
Description of troubleshoot steps taken.
Repair office, Full repair.
Repair quickbooks.
Update office
Update quickbooks
Update payroll
Rollback office update
uninstall and reinstall both quickbooks and office
tried 32 bit office
Giving full permissions/Running in and out of admin mode
Disabling all addons in excel
Checking visual basics references for missings
Deleting and reloading the user profile
Resetting the PC and starting from scratch.

Issue always persists. One oddity I've noticed is when we ran certified payroll before it opened excel once straight to the macro sheet, now it opens to it, but also has a blank excel in the background. Otherwise I can't tell what's different. It gets all the way to the end of the certified payroll process before giving the error.

Version of quickbooks is Quickbooks Enterprise Solutions 24.0 Contractor Edition.

I'll guess it's related to recent changes Intuit made.  I researched it and posted findings, with a possible solution, here:

Same problem here.  QuickBooks is not talking to Microsoft and vice versa.  No body wants to take responsibility for their product.  I have been doing mine by hand weekly and it stinks.

I was thinking of making an app which does the whole certified payroll automatically from the details in the quickbooks, and you will just have to sign it and send it.

 

Is there really a need for this app?
