The payroll sync error banner on the Run Payroll screen now only appears when there are current-year sync errors

When you run payroll, the sync error banner on the Run Payroll screen now only shows up when paychecks from the current year have actually failed to sync to your books. Previously, the banner would appear even when there were no sync errors to fix. You now only stop to check sync errors when there is something to resolve.
