QuickBooks Self-Employed and Online are two separate products which means there isn't a direct way to upgrade from one to the other. The good news is you can export your data from Self-Employed and import it to QuickBooks Online. From Sel-Employed, you can export your reports and transactions, and here's how:

What he's mentioned is correct: QuickBooks Self-Employed and QuickBooks Online are two separate products in the QuickBooks family. In this case, it would mean that you're not upgrading, but rather changing from one to the other. There is a process that may be available to you that can help simply this change, which is highlighted in the following article: Switch from QuickBooks Self-Employed to QuickBooks Online
This article gives a detailed overview of an in-product switch option that might be available to you, but if it's not, there's also a step-by-step section for making the switch manually. I encourage you to give that a read through to see what options you have.
As for what Fiat Lux mentioned, there are two ways to sign up for a QuickBooks Online subscription: to start with a 30-day free trial or to purchase right away with the discounted amount. The free trial is a great opportunity to see if QuickBooks Online is a good fit for you without committing to any payments. Trials also sometimes have an in-product discounted option to subscribe to a paid subscription at a reduced rate. If you'd like the guaranteed discount, however, you can choose the Buy Now option when looking at QuickBooks subscriptions.

To Upgrade your QuickBooks Online subscription:
Once you've upgraded your plan, you should log out of your account. When you log back in you, have access to all the additional features. Entering bills and recording bill payments and multicurrency are two of the more prominent upgrades you gain.

You are allowed to upgrade your plan but the discounted rate is not applicable. You may open a new blank QBO account with the same email address and migrate data from your old account if required.
