I'll share the steps on how you can find the settings icon. To confirm, are you using QuickBooks Online? If so, access your account using a private browser or an incognito window. This browsing doesn’t store data and will help the page load without issues from temporary data.
Here's how:
After that, go back to @MaryLandT's steps to see the account settings. If it's working fine, you'll want to clear the cache of your regular browser.
However, if you're using QuickBooks Desktop, your settings are found on your Preferences (Edit menu at the top and then select Preferences) page as mentioned by my peer @Catherine_B.

I guess there is some type of misunderstanding here.
I am looking for the company settings (the gear icon) where I can reactivate (or view) a deactivated bank account. How do I do that?

Are you referring to your Chart of Accounts in QuickBooks Desktop? If so, you can reactivate or view your inactive accounts by going to the List menu. The Gear icon only displays if you're using QuickBooks Online. The two programs have various steps and buttons to reactivate the account.
