Changing admin roles

I have 3 quickbooks accounts. I am trying to make one login access and primary admin over all 3. I have 2 right working right now. The third seems to be in a glitch. I delete a old primary admin, it shows deleted. then I send a invite to the main account i want to control all 3 accounts, I get the invite and accept it. i then go back to make that user the primary admin and the old email/user pops up. i have tried 3 times now. I tried different browsers and it still does this. Why?
