I'll guide you through downgrading your QuickBooks Online (QBO) account.
Before you go through the downgrade process, please consider all options and stoppers. Here are the potential interrupters and stoppers to the downgrade process:
Complete Stopper like Wholesale Billing, Multi-currency, and Global.
Possible Stoppers like Recurring transactions/templates, User count, Inventory, and 3rd Party Apps.
If you want to go back to your previous subscription/plan you'll need to wait 24 hours before you can upgrade again.
If you've decided to downgrade, you can follow these steps:
Go to the Gear icon, then select Account and Settings.
Choose the Billing and Subscription tab.
Click Downgrade next to your subscription plan details.
If the Downgrade link is unavailable on the Billing and Subscription tab, you can select the Cancel button and you'll be presented with an option to downgrade.

TEAM MEMBER REAM's response should NOT be at the top of this thread and should be deleted. If the downgrade option isn't showing, clicking cancel to get those options DOES NOT work, it cancels your account. THATS IT. Then you have to be swapped to 3 different departments to try to reinstate your account, without paying for the subscription that was already paid for. Each member responded with a OH NO NO that is NOT how that is done. One member did apologize for the false information. They then said well if downgrade isnt an option on any methods speculated about in this thread to call QB support. IT SHOULDNT BE THAT HARD TO DO SOMETHING SO SIMPLE, ALL OUT OF GREED...Hoping we'll say forget it, I won't downgrade right now cause I don't have the time to wait on the phone for a call for something so simple.
OK. Well my experience with quickbooks is very similar. I purchased QB2019 Pro a year ago. I am working on my taxes and QB logs me out. I can't get back in because it says I need to update my credit card information even though my subscription does not expire for a whole year (2021). So I update it, still can't login. Contact support, they want to charge me for a whole new subscription (Wow - thats great customer service - NOT). I spoen one hour and 15 min, because the agent is doing research. Then asks Will you approve the transaction if I process your card, NO. And we repeat the cycle. I told him to escalate it. Supposed to get a call from a supervisor to figure this out. I have to prove my purchase receipt (I purchased from Staples and have online receipt).
We shall see how this turns out. Yet. I am now 2 weeks stalled with taxes because of this. BTW- contacting support is a very, very painful process...
Systems did not let me downgrade from QB Plus to Essential or Simple Start, because of that I had to cancel my QB subscription and now I am looking at another simpler cloud solution for my accounting need. It is a shame really because I would have remained a customer if I could have downgraded but instead I am forced to go to a competitor.

Figured it out, I think. I had the same problem. I was on an annual plan. I clicked, "Switch to Monthly Billing". Once this was done, I clicked "Cancel" subscription, I was presented with the "Change My Plan" option where you can downgrade. I also spend hours on the phone with Intuit, and had to discover this on my own. Hope it helps.
