Have you tried accessing your account via private browser and making the client inactive?
Just press CTRL+SHIFT+N and then log in to QuickBooks. Then, try deleting the client again.
If you're able to make it inactive, you can go back to your main browser and clear your browser's cache.
Also, using a different browser can be an option, too.

The issue is that i can not use Private (incognito mode) in my browser.
I always use VPN to get access to my profile because i get the following error if don't do it

I appreciate the steps you’ve taken to fix the issue.
Since you’re still unable to remove it, let’s first make sure to delete all projects associated with this client. Also, remove the client from your Wholesale billing. Once done, try to delete the client again then log out and log back in to your QBOA account.
If you’re still unable to delete the client after following the steps above, I’d recommend contacting the support team again for further assistance:
Make sure to reach them out during their business hours (5:00AM-7:00PM (PST) Monday - Friday. 6:00AM-3:00PM (PST) on Saturday).

Hello, I don't know if you're still waiting on a response to your question, but I just had a similar issue. One error message mentioned "sub clients" and another error message mentioned "projects." Neither of which I thought I had. Just went thru CHAT with a QBO rep, and he gave me the following steps:
go to SALES/CLIENTS
click the gear icon above "action"
under "other" check "include inactive" and "include projects"
once you find the client you're trying to remove (make inactive), you will be able to see if there are any sub-clients or projects. If there are, click on each one until its window opens, then in the lower right corner you should be able to DELETE (either project, which was my case, or perhaps sub client).
Then you can find that client again, and on the far right drop-down, you should be able to see "make inactive" as a choice. If not, you still have some cleanup to do (be it sub client or project).

I have been fighting with this for what feels like forever! Today I discovered a new twist--if you are using Pro Connect for taxes, go into Pro Connect and make the client inactive. Bingo! Gone from active client list in QBO!
