I have looked into whether the VAT 407 form can be input and supported with in QuickBooks Online and at present this isn't possible, you will be able to record transactions relating to this with in the system however the form and submission is not supported currently.
We are always looking at new ways in which we can improve and enhance QuickBooks Online for our customers to better support their business' and we do this through feedback which can be left with in the product through the cog wheel option as well as this link here.
