This occurs when the credentials used to connect QuickBooks Online to HMRC for MTD are not authorised to do a VAT filing.
Let's make sure to enter the correct login information. The HMRC authorisation is not MTD specific and will just accept any HMRC credentials. Having said that, you may have linked an incorrect login instead of your MTD credentials.

Hi Kristine. Many thanks for your reply. I don't really understand why this has happened as I set up MTD over a month ago and everything seemed to be set up fine. It's only in the last couple of days that I have got this 'We can't connect to HMRC right now' message. I have not changed any details since I set up MTD and the MTD enabled tick symbol is still on the left hand side of the screen. I just don't know what to do and I need to submit my VAT return very soon. Please help!!
Have you submitted any previous periods using MTD and what is the end date of the open period?
This will be my first submission via MTD.
The end of the open period is 31st July.
I've just been searching online and found something on the Gov.uk website that says: MTD planned downtime from Saturday 17 August 2019 from 4pm to 4pm Monday 19 August 2019.
Maybe this is the issue?
The planned downtime on HMRC's website will be causing the connection issue, please try submitting the return after 4pm today and let us know if you have any issues after this :)
