Trouble uploading CSV "Browse button"

When I add the CSV, which is a converted HSBC PDF to CSV, nothing seems to happen. It doesn't add the file and nothing changes to the site. I've tried this in several browsers and on two PCs, and there's also no pop-ups (but I've allowed Quickbooks). Would love some help!

I appreciate the steps you’ve taken to fix the issue, FakePlasticTree.

Special characters in your file can also cause errors when importing the file. Please make sure that you’re not having the following:

•    Do not use characters such as #, %, and & anywhere in the file.
•    Do not use ( ) for negative amounts (use -234, not (234) for negative figures)
•    Do not include currency symbols ($234 should be 234)
•    Do not use commas to separate thousands (2, 111 should be 2111)

Also, there are formatting that this import process don’t support, for further information, please check the Formatting CSV files for import section in this article: https://quickbooks.intuit.com/community/Banking-and-bank-feeds/How-to-import-bank-transactions-using-Excel-CSV-files/m-p/185578
